What kind of jobs can my mom do in Australia?

She's about 40 years old. We were in India and she did a government service there. Anyway, every job in Australia seems to require some degree or experience, which my mom doesn't really have. So what can she do? We're in Canberra. Is it possible for her to get a job in Au? If so how?
