Why doesn't Govt. decrease oil price instead of raising it?

If you try to have a market research, you will find a wide gap between the price at which the Government Imports (any commodity) as against the prevailing market price at that period. The difference may be coming back to their kitty which they can not forgo for a long time. After a couple of weeks the price will automatically rise back to its original position.
