How do I get this look?

I sort of like the way they dress on...Disney Channel (hehe?) but whenever I try to use bright colors like they do or layer clothes I look dumb or like I'm trying too hard. I usually end up going back to the same frumpy clothes I usually wear. Where could I shop to get those kind of clothes they wear and WHAT should I wear?
